Yandu has always treated the improvement of business environment as the "No. 1 project" with top 1 efforts. Yandu has advanced the construction of the "six environments" ---policy, market, government affairs, rule of law, people-orientation, and innovation in an integrated manner, and is constantly polishing the service brand of making "All Satisfied" .

A piece of land was reserved for four years, and finally the project was launched last year .

Four years ago, due to market fluctuations, Everwin Precision suspended its investment in Yandu. At present, some of the main factory buildings of the Leijiang Technology Project, which is invested by Everwin Precision, have been topped off and are expected to be put into trial operation in October. "When changes and modifications in urban planning are needed, staff from the Land, Resources & Urban Planning Bureau will bring the drawings for consultations, even overnight sometimes; when fees need to be paid, staff from the District Data Bureau's project assistance service team will send a fee list information reminder in advance. Such heartwarming service is our reassurance." said Zhou Zhifan, the project's site manager.

"Honoring the promise is more important than making the promises, just as service is of longer-term value than policies." In Fan Ya's view, the best business environment is a sincerity that can withstand the test of time.

Not far away, in the production workshop of the Qiyuan Green Power project, robotic arms are assembling new energy battery modules. Trucks are constantly shuttling back and forth in the Genlead factory area, which is separated only by a wall. "At this time last year, this was still an idle factory." "In the most tense time, we stayed at the construction site and coordinated more than 10 departments to work online at the same time."

This kind of "family"-style service also makes Guo Xianglie, general manager of the Korean-funded Startec Auto Parts (Yancheng) Co., Ltd., feel at ease. During the critical period of corporate mergers and acquisitions, the government affairs team innovatively adopted the "video witnessing + signature photo" model to solve the problem of cross-border certification. "Yancheng has become my second hometown, and the business environment here is comfortable." Guo Xianglie's words echo with the voice of many entrepreneurs.

"The land was taken off the market on October 13 last year, and all the procedures for starting construction were completed on the 16th." Project manager Chen Chen still feels excited. "The full-process assistance and agency service provided by the Yandu District Data Bureau has greatly shortened the approval process. It is expected to be fully completed in April and put into full production in September, and we expect sales of 100 million yuan this year."

When it comes to projects, time is money. Yandu focuses on the goal of "starting construction as soon as the land is acquired" and has integrated processing to set up a "one-stop comprehensive service zone". Through integrated processing and real-time linkage across departments, it has reduced the number of project approval items by 40%, replacing "enterprise going through procedures" with "data bureau going through the procedures" and streamlining "layer-by-layer approval" to "one-stop completion". This year, Yandu released eight measures to optimize the business environment, emphasizing the implementation of business environment policies from the perspective of enterprises, focusing on the difficulties, pain points and bottlenecks of enterprises, solving "troubles" for enterprises, and promoting the resolution of "hard-to-solve" problems that baffle enterprises.

"At present, more than 70 new products continue to lead the market, thanks to the 'no disturbance' environment created by the government."

Yandu District innovatively implemented the "technical consultation" model for science and technology by selecting scientific and technological workers across the district to become "technical translators" for enterprises, who carried out "technical consultation" for a total of 603 enterprises (times), collected 57 pieces of technical demand information, and signed 160 industry-university-research agreements, with 5 municipal innovation consortia approved by Yancheng City. The R&D investment intensity of industrial enterprises above the designated size exceeded 4.2%, both ranking first in the city. Lanfeng Environment has established a national postdoctoral research workstation.

The Shanghai Institute of Ceramics Yancheng New Energy Innovation Center is a new research and development institution established by Yancheng National Hi-tech Zone and the Shanghai Institute of Ceramics, Chinese Academy of Sciences.
